Outstanding Service to Entrepreneurs
Sam Taylor DescriptionSam Taylor is a lawyer and lobbyist in private practice in Raleigh, North Carolina. He has served as general counsel and lobbyist for the North Carolina Biosciences Organization (NCBIO) since its founding in 1994. NCBIO provides cost-effective, organized legislative and advocacy efforts on behalf of the industry at the state and federal levels. Taylor was named Executive Vice President of NCBIO in 2001. Reasons for winning the awardSam Taylor has worked tirelessly to promote the development of the biosciences industry in North Carolina. Through his public policy work with NCBIO, Taylor has helped lobby the state legislature to pass laws that benefit entrepreneurs and investors. Taylor’s leadership at NCBIO contributed greatly to the successful extension of the Qualified Business Venture (QBV) Tax Credit in late July 2003. NCBIO joined CED and other community partners in encouraging the extension of this important tax credit for investors of qualifying start-up companies.
